About Advocate Association

AILGAA is an umbrella body established to uphold, to strengthen and to protect the rights of the exploited, the suppressed, Law Graduates who are completed, studies and in profession. AILGAA is assist for enrolment of Law graduates and protect the right and privileges of the LAW studies Advocates.

Vision & Mission

AILGAA have vision to improve standard of Legal fraternity and ensure immunity and accountability of judiciary within the constitutional framework. To achieve this goal AILGAA coordinate all legal, political and social sectors.

Name

The name of this association shall be all India Law Graduates and Advocates Association and the abbreviation of the same shall be AILGAA (herein after called the Association). The area of operation of the Association shall be whole of India.

Purpose

AILGAA is an umbrella body established to uphold, to strengthen and to protect the rights of the exploited, the suppressed, Law Graduates who are completed, studies and in profession. AILGAA is assist for enrolment of Law graduates and protect the right and privileges of the LAW studies Advocates.

Office

The office of the Association shall be at No.A6, Raj Breeze, Saratha Nagar, Near Bharath College, Thanjavur-613 005. However, the Association shall have the right to shift the office to anywhere in India and to open regional and Administrative offices.

Votes

Individual member of the Association shall have one vote while organizational members shall have up to five votes depending upon the strength of their membership and the same shall be fixed by the General Body.

Aims and Objects

  •  To create awareness about the law degree such as B.L., LLB., which are same in nature except abbreviation, by all means.
  •  To avoid unnecessary and momentary decision boycotts and co-operate to the judicial system for smooth and betterment function and helpful to the innocent litigants.
  •  To conduct periodical seminars, symposium debates in various cities to update the legal knowledge of the members.
  •  To establish and run periodicals regarding law.
  •  To make representation and submit recommendations in judicial appointments to the appropriate forums.
  •  To ensure the immunity of judiciary and work for protect all form of interruption from executive or legislature within the constitutional frame work.
  •  To act to eradication of corruption in judiciary in all forms.
  •  To support and make positive criticism regarding the judicial functions and judgments.
  •  To fight for fixing judicial accountability and ensure fare and non-biased proceeding in judiciary within the frame work of the constitutions of India.
  •  To represent for effective legislation for intermediate curative system of judicial errors in-between judicial immunity and impeachment within the judicial system and constitutional frame work.
  •   To represent for effective legislation for the transparent enquiry by the collegiums or some other permanent enquiry panel consisting of Hon’ble chief Justice and Judges of Supreme court for all forms of error including abuse of process, incompatibility, corruption and misconduct. The enquiry panel may have been empowered to impose a variety of ‘minor measures’ such as (i) issuing advisors, (ii) request for retirement, (iii) stoppage of assignment of judicial work for a limited time, (iv)warning, (v) censure or admonition. If the enquiry reveals any serious allegations the enquiry panel may recommend for impeachment proceedings.
  •  To support and fight for the fair criticism and frame guidelines for contempt court proceedings.
  • Structure

    The Association shall have three constituent bodies i.e. the General body, Executive committee and Advocates.

    General Body

  •  The General body is made up of all members of the Association and is vested with all powers to elect and dismiss the Executive Committee, frame policy guidelines for the Association and to act as final arbiter in all matters of dispute and disagreement.
  •  The general body elects One Chairperson, Two Vice Chairpersons, One Secretary General, Two Secretaries, One Treasurer and on Joint Treasurer. The term of office of the office bearer is three years.
  •   It shall have the power to delete, amend and modify all the articles of the byelaws of the Association without undermining the spirit of its aims and objects. The General Body shall meet once a year to review its activities, check income and expenditure and formulate programmes and policies.
  • Advocate Body

  •  Enrolled Advocates of each state constitute a body called Advocate body which independently function as advocate Association for the state concerned and take decisions by the majority members of enrolled advocates.
  •   The Advocates body of every state may call in the name and style of All India Law Graduates and Advocates Association – (State Name)
  •   The Advocate body of the state concerned may decide the affairs of the advocates of state concerned by the enrolled members of State body.
  • The Law Graduates and student members will automatically become member of the Advocate body of the state if they enrolled as Advocate with the Bar Council of the State concerned.
  • Funds

  •  The funds of the Association are drawn from subscriptions from the individual and organization members and donations from the public. The Association shall receive no funds without issuing a printed and machine numbered receipt.
  •   The income of the Association shall be remitted, in any scheduled bank jointly operated by the president or Secretary General with Treasurer and the Treasurer shall keep accounts for such income and expenditure.
  • Dismissal / No Confidence Motion

  •  Any member of the Association shall be removed from membership by the Executive Committee with a simple majority of the existing members in case it is found that his activities are detrimental to the general welfare of the Association. However, the expelled member can appeal to the General body on his expulsion. Likewise, any office bearer of the Association shall be expelled in a meeting of the General body specially convened for the purpose, with a simple majority. Such meeting shall have 21-day notice.
  •  No office bearer of the Association at national level shall be an active member of any political party.
  • Official Year/ Term of office

  •  The official and financial year of the Association shall be from 1 April to 31 March and the term of office of all Office bearers and committee is to keep a watch and vigil against the exploitation of LAW graduates taking place in respective areas. The District and Taluk Committees must be prepared to rush to meet victims of such exploitation as soon as the incidents took place. They can take immediate action upon such incidents after informing the State Committee. The District/Taluk Committees must intimate serious and important incidents to the State Committee for taking up the issue to higher levels like State / Central Governments, Courts etc.
  • Nominated Members

  • The Executive Committee may nominate 5 individuals of repute to the Executive Committee if necessary to rectify under-representation.
  • The Quorum

  • The quorum for the General body meeting shall be 1/3 of the total members.


  • Vice Chairperson

  • He /She shall perform the duties of the Chairperson in his/her absence and assist the Chairperson in discharge of his / her duties.
  • Secretaries

  • The Treasurer shall assist the Secretary General in the discharge of normal duties. However, the Executive Committee may assign the charge of special department/ groups to them as and when necessary in addition to their normal duties.
  • Secretaries

  • The Secretary General shall execute the decisions of the Executive Committee.
  • He/ She shall correspond on behalf of the Association, convene the meetings and maintain records of such meetings. He shall keep them in custody and make them available for inspection to any member on instruction from the Chairperson.
  • He shall attends to all matters of general administration according to the directions of the Executive Committee and keep true and proper records of Association.
  • He shall represent the Association in his official capacity in all legal proceedings for and against the Association with prior sanction of the Executive Committee.
  • He shall retain with him an amount not more than Rs.10000/- to meet day to day expenses. He shall place the audited accounts before the Executive Committee for ratification.
  • Miscellaneous

  • The accounts of each financial year shall be audited by an auditor appointed for the purpose by the Executive Committee. It shall adopt and pass audited accounts.
  • The General body shall also meet if one third of the members make a written request to the Chairman.
  • If any vacancy arises in the office bearers by death, incapacity resignation or disqualification, such vacancies shall be filled by nomination by the Executive Committee. The vacancy of the office bearer shall be filled within 2 months by election in special General body convened for the purpose.
  • He shall represent the Association in his official capacity in all legal proceedings for and against the Association with prior sanction of the Executive Committee.
  • If the operation of this Association happens to be terminated, all the possessions of this Association excluding the debts and liabilities shall be transferred to any other association or associations with the same aims and objectives. The possessions of this Association shall not be divided among the members of this Association under any circumstance.
